Rob is a seasoned expert at the intersection of safety and fire protection, with a wealth of knowledge cultivated through years of dedicated service. During a career spanning several decades, he has honed his expertise in building systems, fire protection, and firefighting to an exceptional level.

Before becoming an integral part of the TERPconsulting team, Rob was the Chief Fire Code Official for the State of Colorado. For a decade, he assumed the vital role of overseeing the adoption, implementation, and enforcement of fire and life safety codes within the Colorado Division of Fire Prevention & Control. His contributions extended well beyond the realm of fire codes, as he played a pivotal role in crafting and enacting the Division’s rules for diverse sectors, including fire suppression systems, educational institutions, healthcare facilities, waste tire facilities, reduced ignition propensity cigarettes, casinos, and fireworks.

Rob’s expertise also led him to serve as the Life Safety Code program manager and Primary Life Safety Code Official for Colorado’s participation in the Centers for Medicare and Medicaid Services (CMS) contract with the federal government. In this capacity, he meticulously surveyed CMS-certified health facilities to ensure their compliance with both federal and state fire codes and life safety regulations.

His impressive array of credentials include Certified Fire Protection Specialist, Fire Inspector, Fire Plans Examiner, Executive Fire Officer, and Certified Fire and Explosion Investigation Instructor. In the firefighting realm, he holds multiple state and national firefighting credentials, is FEMA-certified in Emergency Management, and served as national faculty for the Centers for Medicare and Medicaid in fire and life safety.

Rob serves on various National Fire Protection Association (NFPA) code and standard committees including NFPA 80, NFPA 105 – Fire Doors and Windows, and NFPA 420 – Fire Protection of Cannabis Growing and Processing Facilities. He is a former committee member of NFPA 99, NFPA 99B – Health Care Facilities, and NFPA 99 – Fundamentals of Health Care Facilities.

His professional affiliations include membership in the American Fire Sprinkler Association (AFSA), Colorado Fire Protection Association (CFPA), International Association of Fire Marshals (IAFM), International Association of Fire Chiefs (IAFC), International Association of Arson Investigators (IAAI), International Code Council (ICC), National Association of Fire Investigators (NAFI), National Fire Sprinkler Association (NFSA), Society of Fire Protection Engineers (SFPE), Emergency Medical Association of Colorado (EMSAC), and Fire Marshal’s Association of Colorado (FMAC).

In addition to possessing a master’s degree in organizational leadership from Colorado State University, and a bachelor’s degree from the University of Colorado, Rob graduated from the National Fire Academy’s Executive Fire Officer Program in 2019. In 2023, he was elected to the Colorado Association of Healthcare Engineers and Directors (CAHED) board of directors.
