Joe is an industry veteran with nearly two decades of experience providing code consulting and smoke control analysis services, primarily in the New York City market but also extending his expertise worldwide. A licensed fire protection engineer, Joe’s extensive background in code consulting encompasses egress analysis, passive fire resistance rating analysis, height and area analysis, smoke control system design and analysis, and determination of required fire protection systems.

Beyond code consulting, Joe possesses expertise in fire modeling. His diverse portfolio includes projects ranging from train stations and airports to high-rises, theaters, and stadiums. He has tackled complex design challenges in various settings, from buildings with atria and underground structures to cantilevered constructions unique to the New York City skyline. Joe has also made significant contributions to the safety of warehouse, distribution, cross-dock, and last-mile facilities, in addition to covered mall buildings.

Joe’s markets of expertise include large assembly (including transportation, museum, performance, and sports facilities), high-rise and super high-rise buildings, mixed-use podium and tower buildings, retail buildings and covered and open mall buildings, office, warehouse/distribution/cross-dock facilities, hotel, apartment, and condominium buildings, and historic and landmark structures.

Joe is a registered fire protection engineer (FPE) in Colorado, Florida, Nevada, New Jersey, and New York. He currently chairs the ICC Working Group under the Codes and Standards Liaison (SCCSL) subcommittee of the SFPE Research, Tools & Methods (RTM) committee and is on the PE Exam Development subcommittee of the SFPE Professional Qualifications (CPQ) committee. He is also a member of the Fire Protection Systems technical subcommittee for the NYC Buildings 2023 Code Revision Committee and an alternate of NFPA 909 — Code for the Protection of Cultural Resource Properties – Museums, Libraries, and Places of Worship and NFPA 914 — Code for the Protection of Historic Structures. He holds a Bachelor’s degree in Mechanical Engineering and a Master’s degree in Fire Protection Engineering from Worcester Polytechnic Institute.
