27 Jul INDUSTRY VETERAN JAMES FRATER, PE TAPPED TO LEAD TERPconsulting’s PHOENIX OFFICE
With a nearly 30-year career that has included fire protection engineering, code consulting, and experience as an Authority Having Jurisdiction (AHJ), James Frater, PE, CFM, CBO has joined TERPconsulting as a senior fire protection engineer and regional director managing the firm’s Arizona operations.
“My career plan was always to return to consulting,” James explained of his decision to join TERPconsulting this month. “I have known Jim for the last 14 years, and I have watched his and the TERP team’s success with interest. When looking for a position in consulting, my first call was to Jim.”
Before joining TERPconsulting, James served in various roles including Assistant Fire Chief, Fire Marshal, and fire protection engineer. “As a result of this vast array of experience, my service specialties are fire and life safety building/fire code consulting, alternates, fire protection systems, hazardous materials, high-piled combustible storage, and fire department apparatus access and water supply,” he said. “But my breadth of experience and my perspective from 13 years as a Fire Marshal is the most notable strength that I bring to TERP.”
Before bringing his extensive knowledge to TERPconsulting, James worked as the Fire Marshal for the Riverside County Fire Department (CA) for 10 years serving unincorporated Riverside County and 18 partner cities/agencies. James has also held positions at the University of Virginia’s (UVA) Office of the University Building Official (VA), City of North Las Vegas Fire Department (NV), City of Mesa Building Safety (AZ), Grainger Consulting, Inc. (AZ), and Arizona Public Service Palo Verde Nuclear Generating Station (AZ).
Throughout his career, James has been involved in numerous notable projects that have included playing a substantial role in fire protection system retrofits within the UNESCO World Heritage Site at UVA, a 2.4 million ft2 four-story Amazon Fulfillment Center, and the Battle Building at UVA Children’s Hospital. Additionally, James has developed and approved innovative and unique alternate fire protection and code solutions for a wide range of occupancies and industries.
James is a registered fire protection professional engineer (PE) in Arizona and is certified by the International Code Council (ICC) as a Fire Marshal, Building Official, Fire Code Official, Building Plans Examiner, Fire Plans Examiner, Fire Inspector I, Fire Inspector II, and Fire Code Specialist. He holds a Master of Business Administration and a Bachelor of Science in mechanical engineering from Arizona State University.
